Formal Complaints being ignored?

I raised a formal complaint several days ago and I have received no communication from Paypal about receiving my complaint. It appears that when notifying Paypal using the online formal complaint form the complaint is just ignored?

I have registered a complaint about fraudulent activity by one of their sellers which PayPal are aware of, it has been mentioned elsewhere on this Forum and, on checking, is all over the Internet.
PayPal are doing exactly what past customers who have fallen foul to this say they will. They are also not answering my messages.
Who can you complain to?
Where can you report PayPal?
They are a disgrace and DO NOT look after their customers.
