Forced to refund a buyer, for an item still in transit. The item just arrived today to his location.

Hi:

 

I recently completed an international transaction (Buyer was in Spain, I am US based) and after a few days, the buyer opened a case saying the item was not delivered.

 

eBay closed the case and forced me to issue a refund (which is still pending) however, I been tracking the package and the item just arrived today to his country.

 

Is there any way to reverse the refund? I been trying to contact both eBay and Paypal, and they are only taking messages (no calls) and taking forever to reply and resolve.

It arrived in buyer's country but does tracking status say, "delivered"? That's what counts. You can send the buyer a PayPal invoice or get an appeal on the case by reaching out to customer service, which will take a while due to limited staffing:

If eBay forced the refund, you should contact them about issuing a courtesy refund or something, showing the delivery status/proof of delivery.
