Why is it if I bought something for $61.23 and there are no fees, taxes and free shipping was I charged $70.41?

It didn't ask me. It has never asked me anything like that when making purchases online. I've made Alot on ebay and Amazon and have never seen anything like that asked. Only time I have ever had to chose that was when I sent a friend money and the fee wasn't $8. I went to my cart, hit pay, then selected PayPal as my payment option. It took me to PayPal and only asked for me to select where I wanted the money withdrawn from and if my preferred address was where I wanted the item shipped. Nothing about friends /family was ever an option.
