I was charged a fee for a payment that was made to my account. I spoke with the person making the payment and she told me that no others are charged a fee when she pays them, plus she pays a monthly fee to use the service, so I should not be charged a fee. Please advise.

Well hard to advise as you haven't said what country you or the sender of the funds are in.
However if they are paying for goods or services then you would normally pay a fee.
Advice is voluntary.
