I sent money to my uncle (personal reasons ) and a huge transfer fee was deducted from the money received by him . I was not notified of this fee of before hand . How can I cancel this transaction?

The only time a receiver does not pay a fee is if it has been sent using the friends / family option.

But that option is not available in every country so if you paid using goods / services then yes he would pay a fee to receive it.
