Why do I pay over £13 per month to use PayPal?

No idea, do you? Sounds very odd...........OR
are you seeing a direct debit mandate in your online banking for that amount?
If you are then it would show as the LAST seller you paid via bank transfer and is not a monthly amount.
It will change when you pay another seller for a different amount.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
