I recently sold something via Ebay to a buyer who is based in the states, although I posted the item to an address in the UK. I have a block on selling outside of the UK. The item and postage came to £25.47 so my fee should be £1.07. Yet paypal have charged me £1.58. Why have I been charged more please?

Cross border fees apply if the buyer 'pays' from an international country, whether or not you post the item to an international address.
Also make sure you send the item to the paypal registered address of the buyer at the time of the transaction or you will have no seller protection.
Advice is voluntary.
