We (US Business) paid a vendor in Israel.  After the payment went through, they informed us they would charge us 3% for use of PayPal.  They indicated that they'd be willing to refuse the payment and we could set up a wire.  So, if they reverse the payment, what will we be charged from PayPal?  Trying to decide whether the pain of 3% of the invoice is better than getting other fees charged us from PayPal.  At the time of the original payment via PayPal, we didn't have wire transfers set up with our bank.  Now we do.

The seller is not supposed to impose a PayPal surcharge just for using PayPal as per PayPal user agreement for Israel users without prior PayPal written approval. 

 

3.4 No Surcharges. You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method without our [PayPal's] prior written consent. You may charge a handling fee in connection with the sale of goods or services, as long as the handling fee is not higher than the handling fee you charge for non-PayPal transactions.

 

That said, if the refund is issued within 24 hours/1 day from date of the payment, then the same currency exchange/conversion rate will be used on the refund. If refund is issued 24 hours/1 day beyond the date of payment, then the going currency exchange/conversion rate on the day refund is issued will be used so potentially you may lose some value on the refund.
