I do not understand why sometimes I have a fee deducted from a transfer to my account and sometimes I do not. And it doesn’t seem to matter the amount. How can I tell if my account is set up as a personal or a business account?

You have a personal account. Put your arrow over your screen name and it will tell you. If you want to transfer funds for free, choose to transfer to your bank account instead and NOT to debit card because PayPal charges 1% fee for debit card transfer.
