I am buying service from out of North America.
When I send payment; the person said the charge was deducted from their account since they are buisness.

FEES are in paypals user agreement and vary country to country.
If you are buying an item then you should always use the goods / services option OR pay a money request or invoice so that you have buyer protection and yes the seller has to pay paypal a fee for providing that service.
Advice is voluntary.
