Because you are using a business account which then uses goods and services. In-order to have my buyer/seller protection and use paypal as a service you need to pay a fee when you recieve payments from customers. To get the exact amount you want, use a reverse paypal calculator, you see how much you need to charge your clients and you get the exact amount you want whilst paying the fee.
