Fees for sending or transferring money to Germany

Good Day, I am asking about the total fee of sending/transferring money from an USA PayPal account to a Germany PayPal account. I found a topic in which it is written that it will cost around €2 according to some kind of agreement. Is that real? And is there any hidden fees?

Click on legal bottom right of this or any paypal page > select user agreement for your country > fees.
