I sent money to a friend within the US today and he was charged $4.65. My bank account has been connected to Paypal for a long time and it looks like there shouldn't have been a fee. Help?

Payments funded by your Checking Account or Savings Account and sent as Payment for Friends and family are Free of any Charges. However this rule is not applicable if the recipient or the sender is located outside US. Here's the List of our fees.
