Fees added to customer

My customers are getting fees added to their purchase price. When I called PayPal they said these were PayPal fees. I want to reverse it so that I pay the fees, not the customer. So far, chat not helpful

Senders don't pay fees unless you are telling them to pay using the friends / family option?
