Fee when recieving money in Euro to Euro

I recently set up a streamlabs Twitch stream and recieves my first donation of 1 euro. as it is from their paypall account to mine i assumed i would get 1 euro as there should not be any fee's when sending money from euro to euro if i am correct right but i only recieved 62 cents insted of the full euro.

If you are a seller then you pay fees.

Otherwise how would paypal make any money to pay their staffs wages and a profit every month?
