Since the end of May I'm getting overcharged on Paypal fees when I send money to a friend in the Philippines. The fees were $0.07 last April, now they are $5.00! (per transaction).
I can't contact anybody at Paypal, they just send me generic emails back and I can't report that problem anywhere on the site.
What to do?

I haven't sent money as friends and family so I don't really know what the fees were before, other than it's free when in same country
