Fee for friends and family transaction

Why was I charged when my friend sent me money on PayPal? It was not for goods or services.

I'm concerned as well, as I sent money to a friend and they're being charged a fee

I'm sorry for any concern the fee has caused. 

Friends and Family transactions are generally free to send but there are a few situations a fee would be charged.
