So I'm from Canada but I have some USD in my PayPal balance. I want to send my friend that lives in the U.S. some money but PayPal is charging me an extra $2.17 USD for doing that. I thought it was free to send money for friends and family. Can someone explain to me why there's a fee? My PayPal account I'm using is a business one if that matters.

It's free if both accounts are in the same country and the sender uses money from their bank account or PayPal Account Balance. Fees are explained here.
