I made a payment to a friend living locally to me and PayPal called it a 'cross border payment' and charged me £0.99. This is wrong but I can't seem to get a satisfactory reply from customers services

I doubt the fee was for cross border.
Did you use the friends / family option?
If so how did you fund the payment ie bank account / balance or a card?
All fees are shown before you click to send the payment.
