Faulty and fake product. Seller no longer registered on ebay

I purchased a Smok Alien mod from ebay over 180 days ago. The item is now faulty and I have since discovered the item is fake.

I can't open a case in the ebay resolution center and can't find any way of doing it through paypal.

The seller is no longer registered on ebay.

I would be grateful for any help.
