Actually its not allowed to extract funds to PayPal balance with a credit card. Instead, you link the credit card to your PayPal Wallet and then during PayPal checkout, select the credit card as payment method. There is no PayPal fee when using credit card to make purchases. There are fees if using credit card to send a friends and family payment through your PayPal account though.
