Is it possible to contact paypal by email or phone? I tried the option of "email us" but only redirected me to the help page. I tried to call them but it only have prerecorded messages with no personal attention.

Click on the words "Help / Contact" at the bottom of paypals pages and use the email OR phone option (if available in your country) in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
