I bought tickets for a friend and myself. She tried to pay me for the tickets using PayPal. Unfortunately she said she was paying for "goods and services" rather than just transferring funds to a friend. PayPal deducted a merchant fee. And I can't figure out how to get the funds into my personal bank account.

Click on the transaction and use the refund option at the bottom of that details page IF its not pending.
You would only lose the fixed fee part of 30 cents and not the % fee which would be refunded at the same time as part of that full refund.
Then she can pay you using the friends / family option.
Advice is voluntary.
Kudos / Solution appreciated.
