Yes. Once you create the invoice you can either have PayPal send it then and there, share the link or copy and paste the link to an email or select pdf option by clicking the More menu.
"Share a link to your invoice
Most often you’ll enter your customer’s email on the invoice, and we’ll email the invoice to your customer. However, if you want to share the link to the invoice yourself, select Share link myself under the Send action when creating your invoice. We’ll provide you with a link to your customer's view of the invoice.
After you click Copy, we’ll make the invoice payable, and you can share it through your own email, in a text message, or however you’d like. To access this link for any invoice, choose Share link under the Action column on the Manage Invoices page. (Because invoices contain your customers’ personal information, never share the invoice link in a public forum.)"
