Does PayPal have an email address. They are not responding to messages (over 24 hours) and no current phone help. I need to URGENTLY add details to a dispute before it is reviewed

You can add details via the messages in the dispute phase, once escalated to a claim you can only add details if paypal request them.

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
