Ebay transaction

Hi,

i bought an item from a user in e-bay. 

I have paid the item, but the seller sent me a message saying that Paypal is holding the funds for up to 21 days and he asks me to leave positive feedback and that after that he will provide a post tracking number.

Has anyone same experience?
