ERRORCODE-50023

When trying to pay for postage after type in address and try to calculate cost I get ERRORCODE-50023 9/10 times. Says dont have sufficient funds add card or bank account. Have both. Bank account set as preferred payment not balance. Dont get why it works one time then bunch of times doesnt.
