Double charged for pre-tax and post-tax amounts

Made one online purchase today and found two charges through PayPal: one for the pre-tax pre-shipping amount, and the other for the full correct amount.  This has never happened before with any purchases I've made through PayPal.  I'm in contact with the seller and they say that only one charge is appearing on their end, and this is an issue on PayPal's side. 

Does this regularly happen?  How long does it take for the charge to drop off?  Thank you for your help.
