Donor sign-ups not necessary?

Why can't a donor make a contribution to PayPal without signing up? I read some other messages from people with the same question but no answers....
If i go to a department store and use my credit card, no one asks me to sign up...

Actually a donor can make a donation using their credit card and not be required to have a PayPal Account. There are several reasons donors may not have that option, i.e., type of account, configuration of the account, country you reside in, country your donors reside in, the PayPal product you're using, etc.
