Does Paypal respond to queries sent via the Email Us option?

When logged in, under "Other ways to contact us" there is an "Email Us" option with status showing Estimated response time: 24 hours.

2 specific submissions each a week apart using this system seem to go un-receipted and unanswered.

 

I was logged in and provided transaction numbers related to the matter, so the inquiry was clear and solvable.

Does Paypal reply to these messages?  

I am offshore, so unable to phone to sort out the matter in my country.

Have you considered contacting Customer Service via Facebook or Twitter?

Thank-you for saying it as it is!   You make this community feel very informed.

It's very poor on Paypal's part of offer an 'Email Us' feature and take zero responsibility for inquiries with issues relating to real transaction numbers identified.  The feature should be disabled if their attitude is that poor.  

Meanwhile, secured an excellent outcome by phone.
