Does PayPal works in Bhutan?

I found on PayPal website that the service works in Bhutan but when I asked about it to banks in Bhutan, they say they have no idea about PayPal services. Then I read one comment made by someone online that PayPal in Bhutan will work only to send money but it doesn't support receiving the money. Is this true? I will be grateful if someone who knows about PayPal and it's services in various countries can clarify me on this. Thank You

You can open a Paypal account in Bhutan but you can only add a card to that Paypal account for purchasing items.

The option to receive Paypal payments and withdraw them is not available in Bhutan.
