Does Buyer Protection protect me from Twitter scammers?

I'm looking into buying an item from a user on Twitter, but I do not trust them 100% and I was wondering if Buyer Protection would protect me from being scammed if the sale went down in Twitter direct messages?

Here is info in case you have to dispute:

 

Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" and choose the most appropriate option:

 

(Note: the option you choose makes or breaks your claim so choose correctly!)

 

I didn't receive an item i purchased  

The product or service [the entire order] was not delivered to you.

 

I received an item that's significantly not as described  

The product or service was significantly not as described in your order. 

 

I want to report unauthorized activity  

Report suspicious activity, transactions and account changes you didn't authorize*. 

 

I have a billing issue  

Report issues with transaction amount, duplicate charges, refunds or canceled subscriptions.

 

*Meaning someone broke into your account and did something without your permission or knowledge. This does not include paying someone you didn’t know was a scammer or by mistake. Choose from the first two (2) options for such situations.

 

If you sent payment as friends and family, you won't have the first two (2) options because friends and family payments have no purchase protection, because it is considered a "gift" payment, so no refunds or filing disputes on PayPal, it will get denied. If you paid with credit card, you might want to try and dispute through your card issuer instead, if permitted.

If paid through PayPal guest checkout, look for PayPal receipt email with the receipt ID number at the bottom. Call customer service and provide receipt ID number to open dispute based on the options listed above.

 

Ways of paying that has buyer protection:

 

PayPal Invoices

PayPal Money Requests

Sending money as goods and services via Send or Send & Request tab

PayPal Checkout on merchant website

PayPal Pay Now or Buy Now buttons

 

Keep in mind that buyer protection is not a guarantee, warranty, or insurance so it has its limitations. If you cannot work out a solution with the seller in the dispute and ask PayPal to step in, they have their own way of resolving the dispute and it may or may not be to your liking so please read and understand the terms & conditions thoroughly to avoid surprises.

Thank you for the reply, but does the buyers protection help me on all platforms as long as its paid for through paypal? 
In this case, I'm purchasing something from a private person off of Twitter, if they take my money and shut their account down, deleting all trace of our conversation, will I still have a chance of getting my money back?

As @sharpiemarker mentioned, you are covered as long as you use the option 'Goods and Services' to complete a transaction - thanks for that! Also, make sure to keep a copy of the description of the item in case something happens.
