Do I need to purchase a Steam card in order for a transaction via paypal?

Someone is trying to pay me and they said I need to purchase a steam gift card from walmart in order for it to work (because they need to unlock a cryptocurrency? or something). Is this a scam?

Typical SCAM, they don't want your item they just want to con you into sending them a free voucher.

Paypal NEVER tell you to send anything to receive funds and certainly not using other companies gift vouchers !!!
