Do I have to buy a $25 gift card and link it to receive a payment?

Someone is trying to send me money but I am being told that I have to buy a gift card and link it to my account to get the payment? Am I being scammed? Why do I have to link a gift card?

ITS AN ONGOING SCAM.

A buyer has not paid until the money is in your paypal balance.

Paypal does not need or ask you to buy gift cards to verify an account or for any reason at all SCAM.
