Did you ever get through directly to pay pal? I'm trying to simply order a new updated card and can't get it done online or over the phone, it hangs up die to the virus! My money is tied up with no card available...any input is MUCHO' appreciated!!!!

Paypal phones are mostly non operational since covid but sometimes you get lucky.
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or have you considered contacting Customer Service via Facebook or Twitter?

If you say what country you are in and account type AND what card type it is then i maybe able to find you another number to call.
