Different Fee's for two identical sales. Why is this?

Just been charged two different Fee's for two identical sales. Why is this? Both UK clients.
How do I get the difference refunded by PayPal?

One of them could be sending a payment from a PayPal account that is foreign (non-UK) even though they can end up with a UK shipping address.
