I paid for an item and never got it. The tracking number goes to a dead page. PayPal says I already have an open case but my home page does not show any thing that is being reviewed by PayPal and time is running out

Click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

Call early, during business hours, west coast time to try to get a US rep.
