Delaying payment until goods have been received

I have bought some clothes on line which I think will be coming from China.

It's now 14 days since the order was placed and payment is being automatically made.  

I haven't received my clothes yet.  Is it possible to delay payment until delivery has been made?  How is this done?

Your seller has already been paid, no seller would send items before being paid.

All pay after delivery PAD does is give you a 14 day interest free loan and is offered by Paypal and not the merchants.

Paypal takes the funds at 14 days and in that time your item 'may' have arrived.
