Customer Service on July 2020, during COVID-19 pandemic

Paypal used to have its online customer service available 24/7 but it became limited due to the COVID-19 pandemic. Does anyone know if it would be available, or at what time? Paypal customer service closed to Covid-19  Need to chat with an Authorized PayPal Customer Support Representative - how?

Sadly phones are generally non operational at the moment due to covid.

Sometimes you get lucky and it will show up below.
