Cross Border Fees within the US

I recently received a PayPal payment for some goods that I sold on Ebay. Both me and the buyer are in the US. Why am I being charged a cross border fee? I live in Texas and the buyer in Florida. I thought it would be the 2.9% + $0.30. I am so confused. Please Help.

I'm sorry to hear that you were charged a cross border fee. If you were charged a cross border fee, the buyer's account is not registered in the US. Please double-check the address in the transaction details and make sure that it is a US address, just to be on the safe side. If you want a representative to take a look at the transaction, please reach out.
