Creating paypal accounts under false pretenses

Can someone create an account “acting” as a charity without having charity status ?

Yeah, they can open an account and do not designate themselves as a non-profit and create a donation button for their website and pay the regular PayPal fees for accepting donations. Getting non-profit status get the organization a better paypal fee rate, officially recognized as a charity/non-profit when they verify that status with PayPal or maybe even be a included in PayPal Giving Fund, etc.
