Covid Relief for Residents of My Town Through PayPal

I am setting up a Covid Relief fund for my town so we can provide help to residents impacted by the Covid crisis. I want to implement a PayPal donation function on my town's website so that residents can contribute to the relief fund. Donations would be made in the name of our town and would qualify for appropriate tax treatment. My town's treasurer and IT staff are all for it. I just need to know:
- the appropriate PayPal offering that will provide the lowest fees
- the right code snippet
- the required information from our town in terms of bank accounts EIN etc.
- Direction to the right PayPal setup wizard
- Any other information that I have failed to ask for in my ignorance
I could ask them to figure this out but they are jammed so I am trying to make this easy on them. Any help at all would be really appreciated.
