Contact through email

I try contacting Paypal exclusively through email, as I live in a foreign country and I am just a student, I cannot afford calling them and paying a ton of money on phone bills. The response from paypal is minimal except from automated messages that give pretty vague and generalized directions.

Isn't there someone in customer service that can communicate with me through email?

have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
