Confused about exorbitant transaction fees

I used paypal.me for the first time today to receive funds. The issue I have is with the fees I was charged and I need a little help understanding why I was charged so much. I have a "personal" account status.
So the funds were coming from Canada in $CAD to the UK where I received them in £GBP
Sent: £675
Recieved: £641.62
Fee: £33.38 (5%)
I read the FAQ page about fees on the Paypal website but it's very confusing and unclear. I also used a third party calculator that told me the charge would be effectively 2.9% including the fixed currency fee. So why was I charged 5%?
Can someone explain and help me understand this? And also, would it help if the sender were to fist add the funds to their paypal balance before transferring to my paypal account?

International payments are higher as you pay a cross border fee.
Advice is voluntary.
