Concerned about paying unknown vender...

Hello - and thank you for your assistance. 

I am interested in a camera bag that normally sells for $149 through traditional stores. On Facebook, an unknown vendor is selling the same bag - without advertising the name of the bag - for $39 plus $10 for shipping. I know it is possible the $149 bag was not selling as well - and maybe they are just being unloaded. 

My question is - If I buy from this company through PayPal (about $49) and it is a scam and nothing is shipped to me, can I get reimbursed through PayPal?
