Why does PayPal have such a problem communicating with so many of its customers regarding customer service?

Now that's a good question... They don't even have a customer service for French speaking people (juste on-line assistance, a sloooooowwww one...), but no phone assistance. I would have bet that with the money they make (holding on our money for 21 days... or even more?), they would have been able to hire a customer service in English, Spanish, French, German, Chinese or any other asian language they make huge business with! But no, we're left wandering and wondering and pondering... I'm curious to see if anyone has a definitive answer to that question!
