Closing locked account

Hi,
My account is locked, and I want to close it to be able to open a new one. I am not able to close from the settings since it is locked. and customer service are not available at this stage. does anyone know how can I close the account?

If you mean its limited by paypal then you can't close it.

They do that to stop you re-using that information to set up another paypal account against their rules.

That is unless they have said you can open a new paypal account?
