Clicking Upgrade to Business Account Redirects to Home Page

Having a problem with upgrading to a business account. 

 

When clicking on the link to Upgrade in Settings it just redirects to the home page. Please help.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
