Charging fees calculation

Any know how to calculated the charging fees? I sending taiwan dollar 2086 to my friend, but she receive only 1984. I tot the charging fees is about 5% so the second time i transfer 108 , but my friend receive only 93. Which means paypal deducted almost 15% , how come? Anyone got paypal email? I cant find it online

Depending on your location, fees can be made up of a combination of both a flat fee, and a percentage.
