Why am I sometimes charged a fee when people send me money and other times I'm not?

Depends how they send it.

If they are using the friends / family option then you don't pay a fee BUT that option is not to be used if you are a seller as its against paypal rules.

That's my understanding as well. And when I send money to friends they tell me they don't get charged. So I'm not sure what the deal is.
